It could be several things;
The silliest one is just that there is no phone paired to it...
With the ignition & radio on, try the bluetooth menu on your phone and see if it sees something like "Ford Audio" - if it does, pair it (code probably 0000) and then you should be able to access stuff through the phone button on the radio.
Otherwise:
Do you have a stalk on the steering column for the radio etc., with a voice or mode button? if pressing one of the buttons gives a beep, it has the speech command module installed & that is also the phone/bluetooth link module. Say eg. "Climate" after the beep and it should reply.
Try pressing and holding the menu button for a while until it gives you the settings stuff, then scroll up and down that to see if there is a Bluetooth option.
If there is, make sure it's enabled & then try the phone or phone sync again.
The SCM is known to be a bit touchy and can crash or lock up.
To reset it, disconnect the car battery for at least half an hour. Make sure you have the radio code first!
Do you have a USB port in the glove box, as well as a 3.5mm aux socket? As far as I know, the glove box USB only works with an SCM installed; the 3.5mm can work with or without.
The SCM itself is hidden up behind the glovebox, it looks like this, around 3" x 4" :

You can also go to the Ford site online and put your car VIN in, it will show you all the options it was built with.
Go to the "Vehicle" tab, enter your VIN then look through the "More minor features" list in the next page:

If it does not have the bluetooth option, it is possible to retrofit the SCM - but it's neither easy or cheap..
